The City of Portland recently passed a new daytime camping ban. All homeless people are prohibited from camping between the hours of 8am-8pm. In addition, there is a lengthy list of locations where camping is banned at all hours of the day, encompassing almost the entire city; leaving people with almost no safe place to sleep.
Violation of this ordinance may result in a $100 fine and/or up to 30 days in jail.
This zine explains what people can expect as the new ordinance begins to take effect. Officially implemented July 7th, 2023, the Mayor's Office has announced there will be a 'phased-in' implementation of the ban (although they do not explain what that actually means in practice). Meanwhile, potential litigation is already in the works which will hopefully put an end to this egregiously inhumane policy.
We have compiled as much accurate information to the best of our ability, but there are still a lot of unknowns. We will update the zine as new information rolls out.

Do not abide by these ideas. Your fundamental rights have not changed since the Constitution. Don't assault the cops, but you can resist and make it painful for them without breaking any laws. Note anything that could count as assault and remember it for Court. They do not have a right to assault you even if you clearly broke the law, unless you're threatening the Public. This makes it hard to collect you for jail-time but that's their problem. You can negotiate -- if they put you in the car with the cuffs in your lap (instead of behind your back like a fuckup), you'll get in the car freely. You do NOT need a lawyer to defend yourself in Court and the public defender SHOULD be willing to defend you against the cops. If not, you have to train them. Many come from the System which made them strictly obedient without real wisdom of legal history and The Constitution.
